I'm not quite sure exactly where I would find a catalogue with these. I wish I could tell you something about them. Hopefully someone someday will come across this and leave a comment, knowing what these stamps are. I can't find them in Scott's. I wonder if Scott's Specialized catalogue has them? HMMMMMM!

The Army Frank stamps were designed by a Major Brewster Kenyon in 1898 as a set of four, the red, blue and brown seem to be the most common and I don't know what the fourth color is, I'm still trying to find that out. These were privately issued and not authorized for use officially. Value varies from seller to seller. You would find these in the back of the U. S. Specialized Catalog as I have found out but not sure what category.
