I live in the state of Illinois, which is shaped like the cutout(Top picture is correctly oriented).I also live in the city of Belleville, which is where the Illinois stamp is cancelled.
I wonder what this is? I'm going to have to try and contact my local stamp club and see if there is anything to this.

It is a very odd and curious looking item. Also very rare I am sure. Stamped cover in the shape of your state, with the stamp of your state. Moonlanding stamp on the other side with moonlanding cancel. Where did you get it.
Belpex 69 means a stamp exhibition that was held in your city. So someone from BSC should surely be able to help.
I got it at an auction house along with several stamp albums and boxes of misc. stuff.
Did you get anything more interesting in that lot?
Everything I've posted in the last 3 months has been from the lot. Well....darn near everything.
